Lebanon Stormwater Department
Board Members
Purpose of the Storm Water Management Board:
The board is created for the purpose of providing for the collection, disposal and drainage of storm and surface water and the relieving of sanitary sewers of such water in a special taxing district which is also hereby expressly created pursuant to that chapter of Indiana law. The department shall be administered by the City of Lebanon, Department of Strom Water management, a newly created branch of the civil City’s government.
The Board of Storm Water Management, after approval by the Common Council of the City of Lebanon, Indiana, in appropriate ordinance form, may:
- Assess and collect user fees from all of the property of the storm water district for the operation and maintenance of the storm water system.
- Issue and sell bonds of the district in the name of the numicipality (City of Lebanon, Indiana) for the acquisition, construction, alteration, addition or extension of the storm water collection and disposal system or for the refunding of any bonds issued by the Board.
- User fees shall include but not be limited to bonds, service rates, revenue bonds, or any other available funds.

Dick graduated from Lebanon High School in 1967. He is the Indiana Marketing Director for Nikish Software Corporation. He is a member of the Witham Hospital Advisory Board and has been a City Councilman since 2003. Dick was appointed to the Stormwater Board by the City Council in 2006. |

Carol is a lifelong Lebanon resident. She has worked for the Boone county Surveyor's Office since 1986. Carol was appointed to the Storm Water Board in January 2010 by Mayor Huck Lewis. |

Secretary: Tom Temple |
Tom graduated from the University of Utah and received his Masters Degree from Indiana University. He retired from the Indiana United Methodist Children’s Home as the Associate Director after 35 years. Tom was appointed to the Storm Water Board in 1990 by Mayor Ann Garoffolo. |

Mr. Giddings received his B.S. from the United States Naval Academy, Annapolis, Maryland and his J.D. from Indiana University Indianapolis Law School, summa cum laude. Honors included Deans List and Associate Editor, Indiana Law Review. Mr Giddings is a partner in the law firm of Giddings, Whitsitt & McClure, P.C., Lebanon, IN. |
